Are the CIC Management Regulations in force ?? This is the question which RTI "activists" want to know.
The answer of course is NO !!! It is not my answer, but the off the record information slipped to me by the CIC's legal brain. The answer is tucked away in an innocuous phrase in this document -- http://cic.gov.in/CIC-Notifications/CIC-Legal-2007-006-Amdt.pdf "1) The Secretary, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, North Block, New Delhi, for favour of information and necessary action." The NECCESSARY ACTION required is for the "appropriate government" to compile / amend / publish the guidelines of 26(2) with particular reference to 26(3)(i) "any additional regulations or circulars made or issued in relation to obtaining access to an information in accordance with this Act."
