  Now everyone with someone in High military circles knows fairly well what the 
HBR contains. (For those who dont know what HBR is, its the report the Army 
(Gen. Moochoo Chaudhuri) commissioned after the 1962 war with China (the one 
India lost). Everyone knows that the non-disclosure of HBR in RTI by CIC has 
nothing to do with "national security" or relations with China. Who cares if 
expendable jawan/officer lives are lost so long as the first family clings to 
power.

  The Appellant Mr Kuldip Nayar has just published an article in a Pakistani 
newspaper on how stupid IC(MLS) and CIC(WB) are for not releasing this report.

  I think I am "eminently" qualified to write this story, for my grandfather 
had retired as a Lt General before the war broke out and coincidentally his 
co-brother (brother's wife's brother) was Genl D.K.(Monty) Palit who was 
Director Genl of Military Ops at the time.

  Here is what the asli HBR ought to have said:-

  1) Jawaharlal Nehru was an idiot (and a corrupt egoistical idiot at that).
  2) Jawaharlal's Kashmiri protege General Kaul was an incompetent toady 
windbag who lost us the war.
  3) That Krishna Menon the Defence Minister was a CIA agent.
  4) That our boys were under-equipped and ill prepared
  5) That when news of the Chinese 'treachery' got to Nehru he trembled like a 
leaf, pissed in his pants (oops churidar) and the first thing he did was 
contact the Americans to send him squadrons of F-104 Starfighters and B-52 
bombers to defend India. I dont have "Monty's" book with me right now to cite 
the exact number he asked Kennedy for - at least a dozen squadrons each !!!. He 
got precisely zero - we were supporting Castro in the Bay of Pigs debacle after 
all.

  That even if we dont get to read the HBR report like our 2 ICs allegedly did, 
we can read Monty Palit's book "War in High Himalaya: The Indian Army in 
Crisis, 1962," and also Brigadier John Parashuram Dalvi's "Himalyan Blunder" 
(which was also banned by the Indian Govt)

  Those who don't learn from History are supposedly fools. Again we are weighed 
down with a dithering Keralite Defence Minister - Antony, a defacto Nehruvian 
Head of State and a ferocious enemy (China) carving up our country one salami 
slice at a time. If there was any time to release HBR it is now. Bootspittle 
licking lackeys / courtiers cost our boys lives. Nehru lost us half of J&K in 
1947 and another half state was lost by him in 1962. Nothing was learnt. Truth 
will out, will Rahul Gandhi release the report , I think not !!!

  Incidentally one of Monty''s last wishes expressed to Uday C Bhaskar was "... 
My last conversation with the departed Monty was about how the country seems to 
have learnt little from past military experience - and the need to study 
military history carefully. Sage advice that seems to have eluded the Indian 
collective." Written well before the CIC refused to disclose HBR in RTI.
