Dear Leslie and Satish-ji It goes without saying that the ISSUE is very serious and must not be trivialised.
We must first be clear on what the ISSUE is:- By general consensus it seems to be:- A) RTI ACT has been rendered IMPOTENT by the Information Commissions. B) That PIOs and Public Authorities have no respect for RTI Act (and thereby the citizens) because they know that the Info Commissioners will NORMALLY not take action against them, or let them off with a tap on the wrist. If this is indeed the problem then there are only 2 (and I repeat ONLY 2) ways to sort out this problem 1) Believe that the system CAN work: This means to Work within the law, within the departmental system, to explore all bureaucratic remedies. Remembering at every stage that RTI is not an end in itself BUT only the first step in a longer struggle. I am very sorry to say that 90%+ of our members will not use this route properly - because it is not an easy path. 2) When option 1 fails (and after you have given the system chance to redress your grievance fairly) you must seek FULL measures OUTSIDE THE LAW to achieve your objectives. Let the families of every IC feel the pain which the ordinary citizen suffers. There is no halfway house. Half-baked Gandhian tactics and satyagraha never works.
