Dear Shri Sarbajit I do not agree that persons who do not attend 2nd appeal do not want or desrve information they are asking for. Some times circumstances do not allow a person to attend in person or send some one to represent him/her, it does not mean that he/she does not desrve or need information. S.K.Kapoor
