*Dear Members, Mr Wajahat Habibullah says "Govt. not doing enough to promote RTI Act".
The question is, other than intentionally delaying the RTI information and encroaching upon my fundamental right to information by abusing RTI and by abusing authority, what is he himself doing as the empowered and protected by law as the Chief Information Commissioner of Central Information Commission of India? Delay analysis of the pending cases with ICs at CIC shows him as the worst performer among all the ICs at CIC. He himself personally told me more than nine months back that mine was a simple RTI case and he would take it up expeditiously. However, even after getting reply from DoPT, he is neither taking up the case for hearing nor refusing to hear it nor transferring it to another IC at CIC for hearing. He is just sitting tight on it without any response to me. My be, the way corrupt & pliable bureaucrats in India possibly would do, he is waiting for a green signal from the de-facto Supreme Authority of India having no constitutional entity - Chairperson of UPA Govt Smt Sonia Gandhi. "It is true that government has not done enough to promote the RTI Act among the masses. The Department of Personnel and Training, which is the nodal authority in this regard is in the process of coming up with a proposal to spread awareness about the RTI Act," Mr. Habibullah told PTI. "As of now it is the citizens themselves who are forming groups and NGOs to create awareness about usage and applicability of the Act," he said. Initiatives to promote the Act are envisaged under Section 26 of the same. He was not the only one complaining. Several experts, RTI activists and organisations also feel the same. "The amount spent by the Central government towards (raising) awareness of this Act is less than the penalties collected by the PIOs. More steps and programmes should be undertaken by the government to educate citizens about this people-friendly Act," C.J. I also requested Prof M M Ansari who bluntly conveyed that he had nothing to do with my pending RTI cases against IOC though they are lying unregistered in his office even after more than two years. Thus, he has obstructed the RTI information from IOC that I requested during 2005-06. You personally assured me of the expeditious hearing pending with you and, as directed by you, I met Mr P K Shreyaskar in your office and gave him the required details. Thereafter, I had been following up with him by emails to which he has not responded. I followed up over phone but every time I ring him up, I am informed that he is busy in the meeting & my calls are not returned. I find that during the last more than three years, you have acted in a biased manner and have not disposed off my RTI serious complaints & second appeals while you have preferred to dispose off RTI complaints & second appeals. Thus, you have acted in an arbitrary, illegal and unethical manner. I find you to be an unethical person holding high office. You are not only biased but highly biased against me.
