Referring to this post . I am in agreement with the first questionas to what might be the criteria for awarding the ICs and why award them at all ?
As for the second, this has to be necessarily an inititative at a non governmental level . A group of RTI activists are proposing to assemble at New Delhi in the third week of July, then we may consider announcing awards to the most notorious PA/FAA/IC.
