Dear Divyajyoti and friends,
 If there are strong reasons to believe that the UPCIC has serious charges
of corruption levelled agsinst him then that appointment must be challenged
in court. GOI has a policy of maintaining two lists of government officials-
Agreed list and List of Officers of Doubtful Integrity. If any officer's
name appears on either list then he/she is technically ineligible for
appointment to any sensitive post. Many times such guidelines are flouted.
But that apart similar criteria should apply to ICs also. A candidate should
not be treated as an 'eminent person' when corruption charges have been
levelled against him/her. That alone should disqualify that person from
being shortlisted, let alone appointed. Perhaps there may be a case for
filing a PIL or appropriate writ in this matter.

As for Omita Paul's case I do not think much purpose would be served by
challenging her appointment in court. That is now a fait accompli
unfortunately. Instead we should bring pressure on GOI and in the states to
open up the appointments process. This is an advocacy campaign worth
fighting for.
