Dear Suresh You can file an RTI on just about anything nowadays.
The only common ground you have with the PIO of the RS/LS is the RTI Act itself. Place yourself "inside his mind" and anticipate how a PIO (who is not always a sufficiently senior officer) would reply to you using the RTI Act as his defence. After a bit of practice at "thinking like a PIO", you will be able to draft much better RTIs than 80% of the members of our group.
