Frustated by the Increasing number of cases in which its orders are being 
disobyed , the Karnataka Information commission (KIC) has asked the state 
government to allow it to refere Contempt Cases to the High Court.
In a et of recccomendations to the stare Government in its Annual report ,KIC 
has asked the government to amend the rules framed by it under the contempt of 
court Act,so that it (KIC) is brought on a par with Judicial courts. 
Kics second annual report (06-07) tabled in the State Legislature this week 
,says that the commission has been faxcing some suitations wherein the conduct 
of parties amounted to a clear contempt of the commission.
currently it cannot initiate contempt proceeedings as KIC is not covered under 
the Contempt of Court act.
The report notes that it in one such incident when it reffered the case to 
Karnataka High court , The chief justice had opined that KIC is not Covered 
under the saids act, and threfore no action can be initiated,
To address this it notes that section 18.3 of the RTI act empowers the State 
government to enable KIC to have the same Powrrs as a civil court in any Matter 
that it prescribes.
Kic is of the view that the State government ,as the authority to make rules 
under the Act ,can vest(KIC) with the power to refer the cases of its contempt 
to the high court under contempt of Court Act," the KIC second annual Report 
says. 
A statistical analysis of the dept Wise RTI Requests filed in 06-07 showed that 
the Revenue dept Received the maxiumum requests 14228 out of total 40092 
constituing 35% this was followed by urban development department with 33% 
others : Home 4.3% Forest 3.3% Commerece2.9% Education2.9% Public works 2.2% 
KiC has also Reccomednded State Govt to establish Call centteres for helping 
RTI applicants Similar to Bihar Govt
On record & housekeeping KIC has suggested that loss of Govt record must be 
Treated as theft or criminial breach of trust and FIR Must be registred by the 
Police
