"Decision:
4. It is a common knowledge that LPG for domestic consumption is duly
subsidized by the Government. Therefore, all the beneficiaries enjoy the 
financial concession in respect of the consumption of LPG. Under section 
4(1)(b)(xiii) of the Act, it is mandated that the "particulars of recipients of 
concessions, permits and authorization granted" by the public authorities 
should be put in public domain so that no one has to ask for it. Accordingly, 
there is no reason as to why the requested information i.e. details of 
customers of LPG, should not be furnished to the appellant. In fact, the 
disclosure of such information would help
in weeding out the fictitious names of beneficiaries and better targeting the 
services of the citizens."
