This is NOT a "VOTE" but a "DEBATE". You must DEFEND/PROVE your case by 
submitted arguments as well as the PIO is expected to defend or  "prove" his 
case by 19(5).

CIC/SIC appeal process - where our "opinions" are often doused with "fact".
