Dear Sarbajit Royji, Thanks for unveiling suppresed fraud in the name of "Unique Identity Database Authority of India". There is no website on google search , nor can it be searched in goidirectory.nic.in.Only wikepedia gives its detail. Actually, in our country , charity&fraud goes together. Persons revered for their charity usually found to be associated with fraud. e.g.in Satyam, 108 ambulence charity led to big fraud. I find your predictions about some fraud in this matter to be true.This can be supported by the fact that in our country , RELEVANCE OF SPECIALIZATION IS IMMATERIAL. In the circumstances, I believe I (as a affected citizen of India) have every right to be informed in RTI process immediately concerning the establishment of your Authority (or Council) on a proactive basis. It is shocking that your Authority (or Council) does not care to comply with the law of the land when called upon to do so. My reasons for declaring that I am a person affected by your Council's surreptitiously drafted proposals flows from sub-sections 4(1)(b)(vii) and (viii) of RTI Act,2005 which reads as follows: "4(1) Every public authority shall— : (b) publish within one hundred and twenty days from the enactment of this Act,— : (vii) the particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof; : (viii) a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;" which requires all citizens (or residents) of India to be informed of the existence of your authority / council, and also to participate in the formulation / implementation of policy. Furthermore: section 4(1)(c) of the RTI Act 2005 requires every public authority to publish "publish all relevant facts while formulating important policies or announcing the decisions which affect public;" In the circumstances I (being an Indian citizen) am aggrieved that such policies are being announced in the media without any participation from citizens through lawful process of RTI or otherwise.
