Point No1: Action taken by Government on Pricewaterhouse Cooper Report.
a) CPIO DoPT Reply: The recommendations are under consideration. Some of the
recommendation viz. posting of RTI portal, training of stakeholders, video
conferencing for Central Information Commission, IT Enablement of State
Information Commissions etc. are already being implemented at the Central
level. Government has taken up a comprehensive publicity programme through DAVP
and Department of Posts. Initiative for engagement of Knowledge Partner and
National Resources Centre is under process. SICs have been provided funds for
IT Enablement and propagation of RTI. Training of stakeholders is also being
undertaken under UNDP programme and Centrally Sponsored Plan Scheme. An RTI
Portal http://rti.gov.in / has been in operation, call centre on the pattern of
the State of Bihar, payment of fee through electronic mode etc. are under
consideration.
b) CPIO Post Reply:
This is with regard to your application seeking information under RTI. As
regard to para 3 (1) of your application the Pricewaterhouse Cooper Report
relating to Department of Posts on Financial Services is under examination in
the Department.
Point No.2: Inform & furnish me action taken by Erendra kumar Committee (Deputy
Director Rajya Sabha Secretariat Room No 222, Parliament House Annexe New Delhi
110001) for implementation of RTI Act in India.
CPIO Reply: With reference to your application dated 18.07.2009. forwarded to
this Secretarial by the Ministry of Personnel. Public Grievances and Pensions
(Department of Personnel & '(raining) vide their letter No. 12/129/2009-IR
dated 04.08.2009 (received on 1 1.08.2009). filed under the RTI Act. wherein
you had desired to know some information action taken for implementation of
RTI Act, I am lo state as follows:
"No Committee by the nomenclature of' Erendra Kumar Committee' is in existence
in the Rajya Sabha Secretariat. However, the Department Related Parliamentary
Standing Committee on Personnel. Public Grievances. Law and Justice had
examined the subject "Implementation of RTI Act", and the Report on the subject
has not yet been presented to Parliament. As per Parliamentary convention the
details of the matter pending before the Parliamentary Committee can not be
shared till its report is presented to Parliament".
Point No.3:YEAR WISE Govt’s Role/ Nodal Agency’s Role in creating awareness of
RTI Act in India.
CPIO DoPT Reply : STEPS TAKEN FOR IMPLEMENTATION OF THE
ACT
The Government has framed rules namely the Central Information Commission
(Appeal Procedure) Ruies, 2005 and the Right to Information (Regulation of Fee
& Cost) Rules, 2005.It has also constituted Central Information Commission. The
Government organised four regional conferences in Bangalore, Jaipur, Delhi and
Guwahati to apprise the State Governments of the provisions of the Act and to
sensitise them for its proper implementation. Letters were sent to State
Governments at the levels of PM/MOS(PP)/Secretary (Personnel) to ensure smooth
implementation of the Act.
The other steps taken include:
(i) A common RTI Portal has been developed by the DOPT giving the names of
Public Information Officers of the Public Authorities under the Central
Government. It also gives names of various Public Information Officers of the
Public Authorities under the State Governments. State Governments can
upload/update information concerning them on this portal directly.
(ii) Assistant Public Information Officers at District/sub-district level have
been designated by the Postal Department which are being utilized by various
public authorities under the Central Government as their Assistant Public
Information Officer.
(iii) DOPT has conducted/conducting training programmes for Public Information
Officers for smooth implementation of the Act. The Training Division of DOPT
decided to entrust the task of immediately launching an all round capacity
enhancement initiative to the Institute of Secretariat Training and Management,
New Delhi (ISTM). Accordingly, ISTM has already developed a 02 day workshop for
the Public Information Officers (PIOs) and has conducted a number of Workshops
benefiting PIOs belonging to public authorities spread over the entire country.
ISTM has now on its rolls a set of dedicated faculty equipped thoroughly on
every detail in the RTI Act, 2005.
(iv) A number of other training institutes of the Government have been
requested to incorporate RTI in their training modules.
(v) DOPT website gives detailed information on various aspects of Right to
Information Act like how to make request for information, whom to approach for
information, rules, etc.
Point No.4: RTI STAMP in India.
CPIO Reply : Query does not form part of information. No such stamps has been
issued by this Department.
Point No.5: RTI RING TUNE / Hello Tune in Cell phones and Ordinary phones.
