Alas you had made the same mistake like all other applicants seeking such information on service matter. To some extenct the CPIO is right by applying Section 8(1)(j). However, you can still ask for such information, if larger public interest is served. The catch is, you ask for such details on employess of the respective PA or its subordinate offices. You can also narrow down the choice to a particular cadre like driver or carpenter or engineer or teacher etc. as the case may be. Or why dont you ask for inspection of all 17 manuals Under Section 4(1)(b) of the RTI Act. The staff incumbancy and other details would be easily accessible under this section.
