14-Nov-2009 Sir, I am constrained to send this communication to you by email as you are head of UID. I refer to news reports on the Internet titled "Leaked UID plan on Net fuels data theft fears" published by India Today and Mail Today. http://indiatoday.intoday.in/index.php?option=com_content&task=view&issueid=111&id=70825&Itemid=1§ionid=114 I am concerned that your Personal Secretary (IAS Officer) has unlawfully forwarded a copy of a Confidential Document of UIDAI titled "Creating a unique Identity number for every resident of India" by email to a person associated with organisation(s) associating with foreign powers. I am reliably given to understand that the person to whom this document was forwarded is one Mr. Taniappa Vidhyadhar of Bangalore. It is pertinent (and as the news story states) that while UIDAI's information such as this has been denied to citizens of India who had requested the same through a legal process (ie. RTI) is denied and evaded, your junior officers see fit to disclose such confidential information to agent provacateurs who immediately circulate it over the computer resources and internet (such as googlegroups and wikileaks) to be accessed by foreign powers inimical to India and affect the nation's security, and also lower India's estimation internationally.. I therefore call upon you to promptly inform the Central Government concerning commission of these offences under Official Secrets Act well in time and before the hearing before Hon'ble Central Information Commission in our mutual matter which is scheduled for 18-Nov-2009, and inform me accordingly. I am also at your disposal for any inquiry you care to conduct before the matter is reported to Madam President or any other competent authority under OSA 1923.
