Hi Ajay Glad to know you finally got your requested info after all that trouble. Incidentally the PIO is correct - he is not a SPIO. There is lacunae in the RTI Act.
BTW, Letter PILs are dead for ordinary citizens. Don't use them anymore. If you are so concerned about these matters file a proper Writ (not a PIL) at the filing counter along with an urgent application - that at least will ensure that it gets registered with 1 hearing. FYI, I suspect that all 3 of your Let-Pils were rejected due to badly drafted prayers (among other reasons).
