Let me try & explain.

This project cannot come up unless it has money.

The company cannot approach capital market & general public unless SEBI gives 
its OK for the Public issue.

SEBI gives OK for public issue after verifying as lot of facts as per SEBI 
guidelines.

After SEBI gives its nod, then only a company can approach capital market & 
General public for subscription thru a public issue.

I am inspecting documents at SEBI office @Bandra Kurla Complex on Dec 3 , 2009 
about this project.
As I wrote in my message the prospectus has a lot of info about the project & 
it is responsibility of the Company approaching Public & SEBI which is allowing 
the public issue to ensure that prospective investors are aware of all the 
facts about the project & company.

Of course , I respect yr opinion but unfortunately do not at all agree with it.
