Dear neelu,

1) The Bihar Govt is not competent to amend the RTI act
2) No fees can be charged for appeal - it is illegal.
3) RTI "Call centres" are illegal.

If citizens are facing such problems in Bihar (and elsewhere) it is because of 
what silly little RTI activists (their heads filled with nonsense) of NCPRI / 
Aid India / Asha etc. have achieved. As you sow so shall you reap. You people 
set out to destroy RTI (because you are all touts for the Govt) and you have 
almost achieved your end result.
