Dear Sir / Madam

I refer to my email attached below, all of which I regret have gone
unanswered. I am shocked to see that the RTI proactive disclosure for
the following item "Consultation by Members of Public" on website
"persmin.nic.in" which was blank has just been replaced with the
caption "The information desired by you is being compiled and at
present not available. It will be available at this site very soon.".

This is completely unacceptable to me and other citizens of India.It
is shocking that after 4 years of RTI Act the nodal ministry for RTI
cannot complete its own RTI disclosure. What kind of example are you
setting for Central Public authorities in the rest of India?

Kindly treat as feedback / consultation my observation that the
non-disclosure of such basic information has facilitated the rampant
operation of touts within your Ministry. I do hope that as and when
you get around to completing your proactive disclosure, I shall be the
first member of the public invited to officially consult with your
Ministry - considering that I hold the triple "distinction" of a)
being India's first RTI applicant, b) filing the first RTI appeal and
c) filing the first RTI Complaint all separately under RTI Act 2005.

I am also shocked that your Ministry has not issued a  press note
denying the media reports I forwarded you stating that Ms Aruna Roy
Shekhar Singh etc met you in connection with RTI Act at your office.
In the alternative you may confirm to me in writing / email that the
meeting took place and the circumstances thereof. I am interested in
knowing the route of special access such persons have to you.
