I also face exactly same predicament. All my requests for 'Photographing'
are invariably rebuffed by the PIO/FAA duo. 

 

IN one case I got a favourable decision wrt Photography from ICAD.

 

I think the following is  a classic decision with good applicability, though
it was delivered in 2006.

In any case you have to limit your videography only to the allowed
information. You may never be allowed to go on a shooting spree.
