Yes, Long back itself I also Brought out an Similar issue to ICPB when she was 
hearing a Case here in Bangalore . Mr S a hafeez Vs Canara Bank . Here their 
Interpretation is the PIO located in their HO in Bangalore is Chief central 
Public information officer and He or She Bosses over all other CPIOs located in 
Various Their divisional or Circle offices .ICPB Actually Put this Anomaly or 
wrong interpretation into the Orders for rectification . subsequently i came to 
known From my own sources that Somebody in Indian institue of Bankers Mumbai In 
training Courses had Told them of Such designations .But Till Now i am sorry

Thanks for this update.



Like you I also feel that SPIOs & CPIOs cannot co-exist inside a

single Public Authority. They have a mutually exclusive existence.



Dena Bank's designating SPIOs is certainly not in order. At best it

can be "State Level" PIO. Even then I found many CIC orders concerning

Dena Bank where the order itself contains the word SPIO. The erstwhile

commissioner IC Padma glossed over the same.



Since you have already raised this issue with them I do not intend to

raise the same again with them.



I will just make a complaint to the CIC  about which you monotoned in

your letter and then sit tight on it. If the CIC finds it at odds with

the provisions of the Act then  let them advise the PA to make

amendments.
