As you know the MCD is "Most Corrupt Department". In the ordinary course you could have pursued this matter very successfully. Unfortunately, Shailesh Gandhi is allocated MCD at CIC and he is is part of the MCD mafia and it is very unlikely that he will rule in your favour or impose penalties against them.
