"Full Bench: Ms. Sarah Cyriac versus Delhi University"

The CIC has repeatedly held that candidates in an examination
are not entitled (by RTI) to see their evaluated answer sheets.

Then why was this decision so different?  The answer lies in that
old legal trusim - "Its not about how much you know but who you know !!!"

Lets see the "careful composition" of the full Bench which heard
this case.

1) Wajahat Habibullah - shares an alma mater with Ms Cyriac (St Stephens 
College)

2) Shailesh Gandhi former convenor NCPRI - Ms Sarah Cyriac (intern) at Parth 
Shah's Centre for Civil Society - a sometime NCPRI constituent.

3) Ms Annapurna Dikshit - This connection is so shockingly bizarre that it 
would be better if Ms Dixit makes a clean breast of it herself or recuses 
herself from this matter. Such impropriety is simply not on !!!!
