In a previous post, I had remarked that the circus going public is fed up with the CIC (and RTI in general) and all we want is a new ringmaster set of clowns.
Now I can release another little tit-bit into the public domain. Mr Habibullah and his office (which includes all the old-timers who have been part of his corrupt little flying circus since time began) have corruptly abused over Rs. 18 crores (estimated) by delaying high profile matters pending with him. Mr. Paul of NIC has kindly released the cause lists (they were not working a few days back) and we can see that Mr Habibullah is still hearing cases dating from Feb and March 2009 (yes 2009) while all the other ICs are hearing matters of Feb/March 2010. The reason has nothing to do with the fact that Mr Habibullah has found a new love in his life (its actually an old mistress - KKK), but everything to do with the benefits (and they are *substantial*) Mr. Habibullah gets from delaying sensitive RTI matters. For example, the PM Relief Fund scandal, the Ghaziabad Judges PF scandal, Nithari murder case, unauthorised destruction of RAW documents pertaining to depositd in Swiss Banks during Bofors scandal, etc etc appeals have been pending with Habibullah since 2007-2008. The ultimate example of course is the Sonia citizenship Presidential reference appeal / complaint matters (a former Vice President has filed this one) lying with Pankaj Shreyaskar since 2006 (and not even entered into the CIC computer). >From great things to small .. Mr Habibullah doesn't even have the time to pass >an order in the penalty case of Sub Inspector Narinder Singh of Delhi Police >because Mr H's office was demanding Rs 1 Lakh to pass this order.
