What sort of stupid questions are you asking ? From the moment you DECIDE to file an RTI you must be prepared for every eventuality no matter what the personal cost to you. It becomes your DUTY to file a good appeal and pursue it all the way up to the Supreme Court or wherever. It is because of stupid, weak and incompetent citizens who file half-baked RTIs and fail to follow it through that Public Authorities are winning (have won comprehensively). No, you do not usually get favourable orders from the CIC. In 80% of the cases it is because of the weakness of the appellant's case and preparation AND his IMPATIENCE !!!.
