[rti_india] Help : where to file RTI to know bank

Dear sir

if one know the PAN no then is it possible to know the  bank account detail 
opened in whole  India both pvt and govt bank associated with that PAN
if yes then where to file RTI for this 
pls ignore third party section 8 (1)(j)
