Yes that is the one...and then CIC passed a "minutes of meeting" justifying 
that Prof Nigam will defend IC ANT and CIC will pay the legal expenses.

The one where a disgruntled babu obtained via RTI the "confidential" 

remarks ANT as Secy DoPT had written about him (in pre-RTI days), and where the 
PIO failed to issue 3rd party notice to ANT who had a legitimate expectation of 
confidentiality, and especially where there was no public interest warranting 
disclosure over the rights of 3rd parties. <wink>
