The minutes of the CIC extraordinary meeting for 25 May 2009 show that CIC decided to again approach DOPT to notify additional rules. On 26 May the CIC came to know that in view of opinion of Department of Legal Affairs this was infeasible and hence 7 members of the Commission decided in Mr Habibullah's chamber to file appeal in SC. I posted my story on 26 May 2010. On 30 May 2010 Mr. Habibullah wrote "This story is without substance. We have not taken any decision to appeal and the ICs continue to work together. Why these fabrications? Wajahat" On 1 June 2010, the "8th member" of the Commission agreed that appeal would be filed subject to legal opinion of AG, as otherwise the RTI Act required to be amended. I stand by my story and am completely vindicated by the events which transpired, specifically that at the time a) the CIC had decided to file an appeal to SC, b). the CIC members were "often disagreeing with each other" and c) not working. Mr Habibullah can apologize to me in any public forum of his choice. R.S.
