Thanks for sharing the links, I have perused them.

In a nutshell, it is *primarily *about interpreting the intent of the
Legislature for using the word "shall", with REFERENCE TO THE CONTEXT ( by
evaluating, the rights / benefits of someone, being dependent upon the
interpretation i.e ultimately circumventing back to interpret the intent of
the Legislature for laying down a piece of legislation).

I would appreciate if you can share your POV on the following:

1. Quote: "If it is STORED in a computer it must be given only as a print
out"  Unquote.

In that case, can you ENLIGHTEN our forum on, how an information, which is
in the form of a few hours of video, stored on a PA's computer, may be
provided to an applicant under the RTI.
