For non-compliance of its orders by PIO/FAA/PA, the CIC is conferred powers by 
the RTI Act itself. Unfortunately it rarely uses them.

As there are no corresponding provisions in the RTI Act to deal with citizens, 
"Chinese hackers" have informed me that the Information Commission is 
determined to make an example of Umapathi unless he apologises.

The group is "on track". We are having a jolly good exchange of
fireworks which shall expose all the 'harami' RTI activists and
Information Commissioners (depending on the POV from your side
of the digital divide).
