Look at the Comedi project: <http://stm.lbl.gov/comedi/>. This project
supports a large variety of DAQ cards. The National Instruments E6024
is a possible candidate (doesn't have the timer, though).

Comedi works with both RTLinux and RTAI. Not with Windows :-) Has a
very good support through its mailinglist.
