GPL'ed programs can be sold for any price without anybody's approval.
You can also incorporate GPL'ed code freely to your programs.
The only condition is that you must GPL your part of the source code and
give your source code to anybody who wants it without a charge or at
most for a nominal fee.
In fact, that's exactly what WindRiver is doing: GNU tools are an
integral part of VxWorks, and their enhancements are donated back to the
community.
