Nokia Research Center has an ASN.1-to-C compiler called CASN. I don't
know if they have ported it to Linux, but that would be a no-brainer. I
also don't know if they are willing to sell it and for how much.
Depending on your cause, who knows if they'd be willing to let you use
it free of charge.
