Custom RTOS's used in defense and telephony often consider time.  A
telephony RTOS used by the fastest tandem switch in existence is a
message engine which does time based scheduling.


In my opinion,  the RTOS vendors may be mistaking the fact that people
like off-the-shelf protocol,  board and device support for an
endorsement of their scheduling or message passing technology.

When most folks buy an RTOS,  they are looking to buy time-to-market.  
THey are typically sold a tool chain,  including compiler and debugger, 
training,   and a maintenance contract.   They also know that they can
go and hire employees or consultants experienced in that environment.


In telephony,  the availability of   ( often third party supplied)
protocols like TCP/IP,  x.25,  h.323,  etc. mat be more of a driving
force than scheduling throughout most of the  ( less-time critical)
parts of the system.


Aren't there some time based schedulers for ChorusOS?  Chorus is still
used by Alcatel, Lucent,  and several other big telecom companies on
existing products,  and is being re-packaged by Sun as a real-time
platform for embedded Java.
