Not exactly. Some Mainboards are bad designed:
when moving the mouse, there are current
peaks, that lowers the +5Volt a little bit.
Consequently, the high-level of the CMOS/TTL-Output
is not at a stable voltage. Many RC-Servos don't like
this (I had this experience several times and it was
mentioned in the article as well).
Use a 74LS245 with its _own_ power supply to
buffer the signals, or write a "busy-loop-programm":
main() {for(;;);};
Then you shouldn't hear that much (maybe then you hear
nothing).

At least, it shows the limit of PC-Hardware.
