What kernel are you using?
If it's not recent, you have to explicitly tell the kernel that you have
more than 64 MB.  In /etc/lilo.conf, under the section for your linux boot,
add the line
                        append="mem=256m"
or whatever limit you want.  Then run
                        /etc/lilo
then reboot
