It's not an interpreter, it uses c-Defines and cpp-operator overloading an the cpp-compiler to make runnable rtl-modules it supports a generic io-driver with easy to use user-drivers connecting to the softplc (or better say to rtliodrv) and an easy userinterface for testing and displaying what the plc does.
