I have a RTLinux system that does not have the 'setserial' command.  (Due
to space limitations concerns.  It appears that serial ports are still
assigned, even with out setserial.  I have 2 functioning serial ports one
with APC UPS and one with X10 power line connection.

What I would like to do is re-write the X10 related driver/daemon to use
rt_com.  However, (again) I don't have setserial.  Is the correct way, to
use rt_com in this situation, to load it early in startup?
