I don't recall any related bug right now, but generally there are two
reasons for this:

- Leaking rtskb
  (might be also a NIC driver bug, which one are you using?)

- For some reason, a blocking rtnet operation is not returning to the
  application, thus not releasing the socket lock. But as you say you
  only use sendmsg_rt, that shouldn't be the issue here.

You will have to instrument the RTnet core (printk) to check what the
reason for the continuous failure is.
