If this happens only once right after startup: no, it's harmless. I just
noticed it yesterday again in a perfectly working network. Anyway, we
should avoid the startup warning to avoid confusion.

That's indeed related. The NIC uses a limited pool of buffers to receive
packets. The pool is designed to handle deterministic traffic of
internal service or real-time application. But it can starve in case a
normal network with unknown and unpredictable traffic is attached.
