As long as the default time slot is not fully in use by some RT
application, there is no need for this.

Does rtping work?

One reason could be some "smart" firewall installed on one of your
hosts, not knowing of "vnic0". I typically run into such problems on my
notebook when reconfiguring something and forgetting about this
otherwise useful tool.

For further analysis (I should print this on a T-shirt ;) ): try
Ethereal, both on the vnics as well as on rtcap-exported tapping
devices. RTcap can be controlled from rtnet.conf - as long as you
selected it during "make *config".
