modprobe rtipv4 (or insmode <path_to_rtnet_modules>/rtipv4.ko)

Just note that the nomac disciple is of limited practical use. It's
primarily intended to serve as a skeleton for new RTmac disciplines. If
you do not need RTmac, skip it. It's major shortcoming is the lack of
deterministic traffic management for tunnelling traffic.
