PnP depends on ISA or ACPI. The latter is better switched off on RT
systems, the former depends on your hardware (and what you enabled, of
course).

This sounds like the .config used for Xenomai is not consistent. You
should first diff the RTAI and the Xenomai kernel .config, maybe you
will already notice the lacking switch. BTW, which kernel patch are you
using, the official Ipipe patch that comes with Xenomai or the RTAI
variant? Please make sure that the patch matches - to exclude potential
problems there (RTAI's version should work with Xenomai, but I
personally never tested this).

If you do not find the problem, either send me your .config privately
(but I cannot promise when I'll have time for a look) or post your issue
directly to the xenomai-help list. I cannot imagine RTnet plays any role
here.
