But, why then I need the rtnet headers?

Well.  To be honest I don't know.  You probably don't need them.  I was able
to compile my program without them. But, I read on a previous thread that
they should be included. So, I just included them for good measure.

I don't know this for sure, but I bet the rtnet headers are required if you
want to write a network application that lives in kernel space.  I don't
know if they are accessible from user space or not.  Best of luck.
