For what it's worth I would consider hosting a gem at rubyforge more
analogous to posting something to CPAN, which is certainly okay (at
least according to those pesky mod_perl/httpd hackers who have apreq2
in CPAN).

It doesn't exclude it at all... I'm simply exploring ways in which
we can use what we have here at Apache.
