solrb deployment

I've created a placeholder for deployment documentation for release  
candidates (let's all call them RC's from now, until we're ready to  
go through a formal release with PMC oversight and such):

Ed - would you document the steps needed to deploy the gem stuff to  
the RubyForge project?

And can we add those steps to the Rakefile?
