Not sure what do you mean by this? Do you mean it used to be hosted on rubyforge.org? Because looking at: https://rubygems.org/gems/ci_reporter the "Homepage" as well as "Source Code" links to GitHub. The "rubyforge" gem was Ruby implementation of rubyforge API, which obviously does not work anymore, so it was useless and therefore the retirement was the right thing. The ci_reporter is probably still useful. So if you don't have any other use by yourself, I would suggest just orphaning, since somebody else might step up. If nobody steps up, then it gets automatically retired in 8 weeks AFAIK.
