This one ^^ is noarch and should not have devepnedncy on ruby-devel IMO. Should not need rebuild. There might be more like this.

This struck me be surprise :( I executed scratch build, everything looked OK only the arm was about to finish, so I executed the real build just to find there is segfault on ARM :/

One new change in Ruby 3.0 is `%{gem_dir}/plugins` directory, which now
contains are rubygems plugins to load.
Example change:

Good catch. I have completely missed that. Here [1] is fix with proposed
`%gem_plugin` macro for packager convenience. Please give it try.
