I have drafted a change proposal for Ruby 3.5:

It's an adjusted copy of the Ruby 3.4 proposal

The Detailed Description section and links to upstream notes can be
expected to change as upstream will update them.
Please give the 3.5 draft a look, I'd like to submit it by the end of
week if there are no objections,
I'm taking PTO 10 to 18th of November, so alternatively, Vít can submit
it, who volunteered as co-owner offline.
Speaking of additional owners, is there somebody else who wants to join?
Mamoru, as before with Ruby 3.4 you are very helpful to the effort from
the start, let me know if you want to be added to Ruby 3.5 change as
owner as well.
