I've placed a patch in the tracker:

It provides a simple interface to look up a full and accurate path to
a gem binary.
Along with the problems described on the ticket, from what I hear this
also solved addressing issues for a lot of general purpose rake tasks
for JRuby users who don't keep jruby high in their path.
